In case you are getting calls from the wonderful people at NCO Financial Systems. You should read some messages people have posted about this company. Apart from having to pay $1.5 million to settle Federal Trade Commission charges that it violated the Fair Credit Reporting Act (FCRA), there are also many many claims of state and federal violations of legislation like the Fair Credit Reporting Act (FCRA) and the Fair Debt Collection Practices Act (FDCPA).

The company purchases old debt from people like your cellphone provider, hospitals and the government for pennies on the dollar and then tries to collect it. You may have even already paid the bill, like I had, but that is really a minor irrelevant point. The reality is, much if not most of this debt is so old noone has any obligation to repay any of it, least of all not to NCO. Many people have been harassed for debt belonging to neighbors, relatives, old residents of the same address, and co-workers. Don’t pay NCO a penny.

800-383-4761 or 866-360-9791 you should read this page about the Fair Debt Collection Practices Act. If NCO does anything wrong with you, you could be entitled to $1000 per infraction and they may have to pay your lawyer and possibly even your debt.

To halt their “contact”, send NCO a certified, return-receipt cease and desist letter (they throw away all faxes and non-certified letters). A sample letter might read (though, you must seek real legal advice, which I’m not):

This is to advise you that pursuant to the Fair Debt Collection Practices Act (“FDCPA”) 15 USC 1692c(c), you are hereby notified to immediately terminate any contact with me, or any members of my family or household, regarding any matter concerning the collection of a debt you allege is owed to your company or to your principal/customer/client. This notice shall include, but is not limited to written correspondence, as well as telephonic communication. This letter also verifies that I live at the address above, therefore, any further locator attempts would be a violation of the FDCPA.

NCO may or may not report your debt dispute with them on your credit report. It is important to make sure that if NCO puts anything on your credit report, all of the information is accurate, such as date of debt, last activity on account and the correct amount. That information is not always placed on all three major reports and your valid creditors usually only check one of these sources, so make sure you check all three (TransUnion, Equifax and Experian) for correct information.

  3. NCO is harrassing me over a debt I don’t owe the company that sold the them the debt to begin with. Three year old doctor bill from Harris Hospital Fort Worth, Texas. Have statement from doctors billing service that shows a zero balance. Sent them a copy of the statement like they asked but calls haven’t stopped. They even sent me the same statement to show me I owed them money….IT HAS A FREAKIN ZERO BALANCE ON IT TOO!!!!! What the heck!!

  4. New phone number that NCO is calling from is 888-724-9267. They first called a few days ago stating they were trying to collect on a Maryland state tax in the amount of $1500 from tax year 2002. I have never heard from Maryland on this amount for that tax year since that year so this was “out of the blue”. Then today I received a letter with all the details. Owing 642 bucks and 717 dollars in interest and 171 bucks in “penalty”. I will write letter you suggested and send it certified. Thanks for your help.

  5. They are coming after me for overdraft charges that I disputed against Bank of America. The Bank has been settling this fraudulous practice but NCO thinks I have to pay them more than $200. I never used this money. My account was mistankenly overdrawn for $1.85 and the bank charged me $36 the first time, and kept incrementing this to more than $200 when I refused to pay. Now the bank is under attack in many states. They’ve recently settled the overdraft issue with the Attorney General office in Florida. Did NCO not get the memo?

  6. I have been dealing with them for over 8 years they call about a fraudulent phone bill that was assumed by my brother when he lived in San Antonio. I have proven that I have never lived there and they then say they are removing the account. Wait a few years and they start contacting me again. This has gone on and on. I guess I will resort to paying for legal help as opposed to paying these crooks.

    • get an unlisted number or a cell phone under your wife or relative’s name. Otherwise, get caller ID and don’t answer the phone when you see a strange number calling.

  7. I have been recieving calls weekly from 800-711-2735 for several months. It’s a recorded message saying to call and speak to Larry Furlong. During the first call I told them that they had the wrong number and I could not help them. I refered them to our freight manager, with phone number and email. As it turns out, the bill they are trying to collect on was paid in 2008! I am sick of these jerks! Now that I have done some research and know they are leeches and shysters I won’t feel the need to be nice to them anymore.

  8. they just called and left the “please call Lucy Decker back at 866-849-6441” Of course, that was the number they called on. Sounds fishy to me since they did not state a name, reason for debt, AND it was a recording.

  9. I have been getting phone calls from an agency claiming to be NCO and they leave a number to contact Mike (somebody). I called because they are calling a business and I know the bills are paid. So when I call it refers me to another number for me to have a good time…………meaning sex etc. WTH is wrong with people?

  10. Yesterday we noticed on our bank account that we had $471.20 taken out of our account as a cashed check. We contacted bank and was told that NCO Financial had called in our account number as a check. We owe $384 for back state taxes and we don’t dispute this debt. NCO was supposedly given our account information by the IRS. Is this not an illegal act. How is it right that a debt collection agency such as this gets our account information and actually takes money from our account.

    • you should contact IRS and find out what is going on. I thought I had heard something about IRS using private debt collectors, but I am not sure if true or not. IRS has the power to levy your bank account, but things have gone downhill there and they are now afraid to use all their powers in fear of getting congressional complaints about levying, etc. However, you should contact them and ask about the status of your unpaid liability. They can tell you if an outside collection agency is involved, or in what status your account is in.

    • Like any other check that is cashed on your account that you did nto write or authorize. It is a FORGED ITEM !!

      Goto your bank and tell them that a forged item has been put on your checking account. You dont have long to do this so I suggest you go immediately. Only if you did’nt authorize or write the item / check.
      IF you did authorize or write if , DO NOT claim it as forged.

      If you did not authorize it, it is a forged item and the bank will help with paperwork to get it credited back to your account.

      CHANGE YOUR BANK ACCOUNT NUMBER TO ANOTHER BANK IMMEDIATELY !

      Also in the future, never pay a collection agency from your personal account’s.

      If you or anyone else on this site ever pays a collection agency / collector anything– pay by—- U.S. Postal Money Order !!! only

  11. Some guy named John Ackerly from NCO keeps calling and refuses to remove our number from their list. No idea who he’s looking for and refuses to listen when we tell him that. His number is 215-441-3000. I’m sure he wouldn’t appreciate calls like these~

  12. Hi, folks, NCO Financial Systems is asking congress to pass H.R. 3035, the Mobile Informaion Call Act. If passed, this law will affect your cell phone and collection agancies, like NCO, calling your cell. Me, personally, I am calling my congress person asking: do not vote for this!

    • Hey Beaner, Just in case you have not already heard about 49 Attorney Generals from around the Country squashed that act which would have made Robo calls to Cell phones without consent legal. I have worked as a bill collector for 30 years and have never resorted to or agreed with the practice of using Robotic calling systems. In my opinion if you place a call to any phone number that is answered by an answer machine or voice mail then you should leave a message for the person you are trying to reach to call you back. The message should not include anything that suggests that the person owes you money and if you leave ten messages over a 30 day period without a return call, use your brain, it’s not rocket science, you either have the wrong number or the person you are trying to reach does not intend to call you back so stop wasting your time and harrasing the phone owner.

      Yep even bill collectors can get tiered of Robo Calls.

  13. calls non stop from 7am to 10 pm Mon – Friday. People don’t even call it’s a machine and they don’t say anything at all, they ust hang up when I answer/ It is freaking killing me!

  14. I have been receiving calls from 800-684-8429 anywhere from 2-5 times a day. They ask for a man I do not know. After the upteenth time I begged them to stop calling as I have no earthly idea who this Christopher is. He’s most likely the person who previously had my phone number. How do I make this stop. I can’t just change my phone as it is a free phone for individuals receiving Disability Benefits. Whether I answer the phone or not, the frequent calls are a drain on my monthly minutes. I feel trapped by NCO.

    • I have the same problem with 2 different people. You can call that collection agency, they will remove from there list but in a few months a different collection agency will be calling for that person. The big picture is how do you get your telephone detached from that person. The collection agency won’t tell you the company looking for that person. I have had this phone number for more than 5 years and collection agencies started call about 2 years ago. Collection agencies are too stupid tell the company, the telephone number is wrong and should be removed from their files so that next company doesn’t that number again.

      I don’t know if you have actually answered any of the calls from 800-684-8429 or if they have been leaving messages or how you determined the calls are coming from NCO. However I am also recieving calls to my cell phone from that number which I have identified as coming from Household Bank aka Orchard Bank aka HSBC Finance Corporation Credit Card Collection services. Unless HSBC has contracted with NCO to do their Robo calls the calls are not from NCO. If you are still getting the calls contact them at 1-800-477-1024 or TDD/Hearing Impaired 1-800-395-9020 and send them a certified letter with a return reciept requested to HSBC Card Services PO Box 81622, Salinas CA. 93912-1622, explain what is happening and tell them to “CEASE and DESIST” or you will seek Legal Assistance. Even if you are the one that owes the money once you tell them to CEASE and DESIST the are required to stop under FEDERAL LAW. IF you owe them the money the only thing they can do then is leave it as a negative on your credit and/or file a lawsuit against you. If they continue after they receive the Certified letter judt do a google search for Debt Collection and look for attorneys who advertise that they will sue the debt collectors. It should not be a problem to get one to handle your case for no charge to you. Good Luck

    I’ve been harassed twice a day by the same number. The number shows up blocked, but they leave it on my voice-mail. (Seems counter-intuitive to me, but the last thing I’d give these people is the benefit of the doubt.)

  16. I sent them certified letter with Fedral Trade statute cease and desist, and they got it on October 10th, 2011. Today the 26th, NCO called me again.

    I then filed online a formal complaint with Massachusetts Attorney General’s Office requesting mediation and to force them to stop calling.

    Best that anyone can do unless there is a law firm willing to file a class action lawsuit.

      See my reply comment to Shelli. The FTC is no longer an effective orginization when it comes to protecting consumers. The powers that once protected consumers through Government agencies like the FTC have been for the most part handed down to the individual consumers to deal with on their own. Most States now have laws on the books specifically for that purpose. By the way Dan just a little FYI the only people aa=who really win Class Actions Suits are the Attorneys, your better off going after them as an individual Consumer. Do the google search for FDCPA Attorneys and you can find lots of them who will handle the case at no charge to you.

If you would just pay in the first place then debt collectors would not have to keep calling. Oh Yea and FYI there is no statue of limitation in a federal student loan jack a$$e$

    • Losers, huh? Well let me tell you, you’re the one who is a loser! FYI, many are not deadbeats as you suggest. I’m being harassed for an acct at Suntrust that I had cancelled.

      I gave the woman at the bank the date I wanted it closed and left enough money in the acct. to cover anything else that may come through, plus banking fees.

      I found out too late the acct was never closed and they kept hitting it with charges. I went back to the same woman I had spoken to originally and she refused to remove the charges. This was years ago and now NCO is harrassing me.

      I even offered to pay, even though I didn’t owe it, just to get it straightened out. That was about 2 or 3 months. She said I couldn’t pay it there but wouldn’t tell me where to pay it!

      All of a sudden, they started harassing me for the last 6 months with numerous calls every day. Yesterday, they called my relatives! They also called me, acting like it was some emergency call about a relative, yada, yada… I was on to them in a flash, and let them know I’ll be filing complaints and intend to sue.

      I even managed to get the callers’ full name and tracked them down. Seems NCO is outsourcing their collecting to private individuals. I let those people know I intend to sue them as well as YOUR company!

      Don’t you dare call me a deadbeat! I’ve worked hard all my life and paid my bills. Still do. You should be ashamed to work for such a company!

    • I am not a deadbeat. These douchebags have been harassing me for about a month. I have never had a credit card through them nor do I have any other outstanding debts. If I can’t afford it I don’t get it. Oh Nonya, learn to spell properly and perhaps you won’t have to work for extortionists, loser!

      I have been a profesional Bill Collector for 30 years. I have tried to put some integrity into the Industry while companies like NCO and people like yourself have continued to harras people. AND FURTHER MORE any one out there that’s getting ready to Sue NCO, make sure you include nonya’s most likely annonomous yet still harrasing comment as an example of their abusive tactics. I suggest your attorney may be able to subpena the records of this site to try to determine who the person is behind the comment. If not just have them include “nonya” along with Doe’s 1 through 1000 depending upon the number of employees NCO has, there is nothing to stop you from naming them all.     • Yea, NCO will claim that they are representing an education creditor (student loan company). I really believe they are trying to collect on old bad or noncollectable debts they have purchased for little or nothing that the past creditor has written off. I was confronted with my supposed debt by NCO and I told them that I had all my past documentation, including my past attempted cooperation and compliance with the debt and that I was ready to go in front of a Judge when they (NCO) take me to court and sue me for the $$$. The NCO rep stated that that probably wouldn’t be a necessary thing to do and that is when I knew they were bluffing…

      • No. These people keep calling my number even though I have told them repeatedly that no such people have lived at my address for the 25 years I have had this number. Obviously they only hire brain-damaged people like old-bill-collector.

    • If you want to repay your student loan I recommend that you contact the Government Agency where the loan originated and make arrangemnets with them directly. If NCO purchased the debt tell them to Cease & Desist and see my other comments for more details.

  19. After getting 20 calls a day, really 15-20 per day, I just called told them to take me off their list and if I get 1 more call they would be hearing from my lawyer, and the said no problem my name and number is off of their list.

    They can darned well send me a letter.

  22. NCO called from 2 numbers today [614-827-7500 and 866426-4288]. Everytime I block a number, they use a different number to call on. I requested validation; told “Summer” that I had sent out a cease and desist letter per my talk with the Attorney General’s office.

    They have this claim on the beginning of call that they are recording the phone call, so when she came on, I told her, Hello Summer, I too am recording this phone call per the Attorney General’s recommendation, and this call can be used as proof in a court of law. She was absolutely friendly throughout the call; I wonder why?

I receive a phone call not even identify who it was for. called them the lady was rude as can be asking for me saying i owed a debt from 2005 and wouldn’t stop. i didn’t turn 18 until 2007 and i said that is kinda impossible. she said well its yours and then went on to say my husband had the same debt. makes no sense especially since i got a call last week from a different company for the same thing.   24. I have been receiving calls for the last month or so, and I finally answered today. They acted as if they were my credit card company and said I have a debt that I do not actually have. I called the number back and it is NCO Systems. The phone number they called me from was (888) 579-0626.

  25. I have just been contacted by NCO for the first time. I thought it odd that they wouldn’t identify what or who they represented…citing the “Privacy Act” as to why it was a secret. I told them it was a secret as to my information, and I was going to hang up it they didn’t identify themselves. The agent tried to repeat the above, and I hung up.

  26. I just received a letter indicating I owe $250. I don’t have any outstanding debts besides my student loans. I used to work as a bank teller, so I know what I spend and how much I spend. I usually pay cash with my debit card ONLY. Thanks to this site I found, I knew something was suspicious. Thank you.

  27. I got two calls and inmediately suspected foul play. Too bad for them, the phone was a temporary use of a dedicated internet connection, due to my regular line being out of order. So when they call again, no answer! I do not have any outstanding debts and never had used this phone number for any purpose other than connection to internet. I do not recommend returning their calls, since they will be able to identify the caller as a contact. This is a SCAM!!!

  28. Just got a new home number and my cell phone is only for personal use I never put my cell on anything so just friends and family have it and this morning they called to both my home and cell. These people are so rude and could not even tell me what they were calling about and ended up hanging up on me.

  32. NCO has contacted me twice about 2 different people. One being my sister the other not even a relation to me. When i freak out the calls stop for a while but they always end up calling me back. the number they called me with this time was866-442-0536. when i tried to call it back it was about so dunlan gun. when i tell them i dont live with my sister they ask for her number. i hung up. this is bull crap!

    • Christine: contact an attorney. If you are contacted more that one time about another person, that is a violation. You are what is considered a 3rd party. It is against the FDCPA to contact you more that one time to contact a debtor.

      • Very important, Chrisine: never hang up, or ignore a letter from a collection agency: big mistake; on the other hand, never give information, even a question requiring a yes or no answer, get it in writing, make them prove you owe the debt–never take a voice over the phone as an authority! NEVER GIVE INFORMAION OVER THE PHONE: YOU ARE BEING RECORDED!

        First thing, if you get a call, always get the name of the person calling you, (make them spell it; you are being recorded) the name of the collection agancy, and the address. They will try to fly this by you; it is your right under the law to know who is calling you. Next, ask the name and the phone number of the General Manager of the collection agancy; this is the guy most scared of losing his job: he gets paid big bucks. When you are satisfied the call is not about you, then contact an attorney. They can sue you and make you prove you don’t owe the debt. If you do all this, what will happen, is the debt collector will lose their cool and yell at you, then hang up on you:

  34. I am convinced it’s this company. They call our number several times a month asking to speak to a Mr. or Mrs. Gordon. There is no one here by that name, I’ll tell them. There now seems to be a call beforehand where I’ll answer and no one speaks. Then the call asking for Gordon. I live all the way over the pond in Northeast England! But, going on all your posts, I am certain it’s the same company because they seem to call all over. Hopefully they will be drummed out of business and face what they’ve done to folks.
